While it is perhaps more efficient to learn about music by playing an instrument, it is not actually, in and of itself, necessary. A music lover, after all, wants to know about music, not about instruments.
"Music Theory" is the proper discipline of music study within an institution of higher learning. It has been so for at least three millennia, until about a century ago. "Learning an instrument" is the proper goal of a job-training program within a trade school.
